الروتين في الدوائر الحكومية العراقية لحل معاملات المواطنين من أكثر الأمور أذلال للمواطن فمن المستحيل أن تتم معاملة لدى أي مواطن في يوم واحد فقط دون ان يدفع رشوة للموظفين مع العلم أن الحكومة تضع العديد من القوانين الروتينية التي تذل وتصعب على المواطن وتجبره على دفع الرشوة .
ومن أهم مواصفات الدوائر الحكومية في أنجاز المعاملات للمواطنين :
١. عدم وجود أماكن للأنتظار وترك المواطنين خارجاً .
٢. عدم وجود دورات مياه وأن وجدت لإنها غير صالحة للأستعمال .
٣. التأخير والتلكؤ في أنجاز المعاملات .
٤. الرشوة يجب دفعها ١٠٠% .
٥. مع كل دائرة حكومية توجد عصابات خاصة من كتاب المعاملات الذين يجلسون خارج هذه الدوائر مختصون بالوساطة بين المواطن والموظف المرتشي .
