الدوائر الحكومية في العراق يجب أن تكون مؤسسات خدمية لخدمة المواطنين ،
لكنها في الحقيقة هي لأذلال المواطنين بسبب الفساد الأداري و الأهمال و طول وقت المراجعات و والرشاوي و المحسوبيات و الروتين الممل الذي تم وضعه لأرغام المواطنين على دفع الرشوة بلا رقيب أو قانون يخفف معانات هؤلاء المواطنين مع علم الحكومة الكامل بهذا الوضع المزري .
