ومع هذه الكميات القليلة تفيض معظم الشوارع بسبب أنسداد المجاري أو أنعدامها في حين تجد في وثائق البلديات العديد من العاملين في قسم تنظيف المجاري (أغلب الأسماء وهمية ،لسرقة الرواتب) والعديد من العقود لأنشاء مجاري جديدة وهي ايضاً عقود وهمية .
